The Party Group of the Ministry of Transport conveys and implements the spirit of the Central Conference on Ethnic Work and the summary of the Party's mass line education and practice activities

On October 13th, the Party Group of the Ministry of Transport of the Communist Party of China held a meeting to convey and study the spirit of the Central Conference on Ethnic Work and the Sixth National Ethnic Unity and Progress Commendation Conference of the State Council, as well as the summary of the Party's mass line education and practice activities. Yang Chuantang, Secretary of the Party Group and Minister, presided over the meeting. Weng Mengyong, Deputy Secretary of the Party Committee of the Ministry, and Party members Wang Changshun, Li Jianbo, Ma Jun (Weibo) Sheng, He Jianzhong, and Liu Xiaoming attended the meeting. The main responsible comrades of relevant departments of the department attended the meeting as observers.

The meeting pointed out that we should unify our thoughts and actions with the deployment requirements of the central government, and combine them with the important instructions of General Secretary Xi Jinping on promoting the spirit of the "two paths". We should effectively implement the deployment requirements of the Central Conference on Ethnic Work and the Sixth National Ethnic Unity and Progress Commendation Conference of the State Council into all aspects of transportation work, solidly promote the scientific development of transportation in ethnic areas, and build a solid road of unity, civilization and progress, and common prosperity for ethnic areas to simultaneously achieve the goal of building a moderately prosperous society in all respects.

The meeting emphasized the need to focus on six aspects of work.

One is to strengthen the construction of transportation infrastructure in ethnic areas. Further improve the planning and layout of transportation infrastructure networks in ethnic areas, while strengthening the construction of national highways, railway networks, and comprehensive hubs, continuously promote the construction of national and provincial trunk lines, strengthen the construction of county and township road networks, and encourage localities with conditions to strengthen the construction of water transportation infrastructure. According to the strategic deployment of the Belt and Road Initiative, accelerate the construction of transportation connectivity in ethnic areas.

The second is to fight the battle of poverty alleviation through transportation. We will deepen the implementation of the "Outline of the Poverty Alleviation Plan for Transportation Construction in Concentrated and Connected Areas (2011-2020)" and the "Plan for the Construction of Ropes to Bridges" (2013-2015), increase policy support and assistance, accelerate the transformation of ordinary national and provincial roads and important county and township roads, the construction of important waterways and rural passenger transport stations, and the establishment of village shuttle buses in concentrated and contiguous areas of extreme poverty.

The third is to promote the equalization of basic public transportation services in ethnic areas. In accordance with the requirement of achieving basic equalization of public services in ethnic areas by the central government in 2020, we will support the development of rural passenger transportation and urban public transportation in ethnic areas, promote the integration of urban and rural transportation, improve convenient and beneficial measures for the people, promote the development of modern logistics, accelerate the improvement of the rural logistics service system at the county, township, and village levels, improve organizational efficiency, and reduce circulation costs.

The fourth is to improve the maintenance and safety management level of transportation infrastructure. Deepen the reform of the maintenance and management system and mechanism for transportation infrastructure, strengthen financial support and technological innovation, promote standardized construction of maintenance road teams, strengthen safety supervision, improve safety guarantee work, and effectively enhance the durability and safety of infrastructure.

The fifth is to strengthen the training of transportation professionals in ethnic areas. Focusing on providing transportation assistance to Xinjiang and Tibet, we will further improve and perfect the working mechanism, rely on major projects and key scientific research projects, and strengthen the training of professional technical and management talents in ethnic areas through the establishment of special training courses, the selection of industry experts and scholars to provide on-site education, and the encouragement of grassroots transportation management cadres to participate in industry training.

Sixth, strengthen the exchange and training of cadres in ethnic regions. While implementing the requirements of the central government for training and selecting ethnic minority cadres, we will strengthen the exchange and training of cadres in ethnic areas, select technical and management cadres with strong professional abilities and rich practical experience to support the construction of transportation in ethnic areas, and select cadres from ethnic areas to exchange and serve in the department.

The meeting pointed out that the in-depth implementation of the Party's mass line education and practice activities is a vivid practice and major deployment of the Party Central Committee, with Comrade Xi Jinping as General Secretary, to promote the Party's fine traditions and style, implement the Party's mass line, and advance the great cause of socialism with Chinese characteristics at a new historical starting point. It has significant practical significance and far-reaching historical influence. The educational practice activities are nearing their end, but implementing the Party's mass line and maintaining the close ties between the Party and the people will never end, and the construction of work style will always be on the way. We must deeply study and implement the spirit of General Secretary Xi Jinping's speech at the summary conference of the Party's mass line education and practice activities, comprehensively deepen reforms, strengthen Party building, adhere to institutional innovation, ensure the scientific development of transportation with good work style, and write a good chapter in transportation for building a moderately prosperous society in all respects and realizing the Chinese Dream of national rejuvenation.
